Governor Patrick Morrisey Announces New Appointments

Charleston, W.Va. – Today, Governor Patrick Morrisey announced three appointments to his administration. Kurt Dettinger will serve on the Investment Management Board, Charles “Rusty” Webb will be re-appointed to the Marshall University Board of Governors, and David Bradley will serve as the Acting Director of the West Virginia Lottery. 

Kurt Dettinger – Investment Management Board 

Kurt is a trusted advisor to senior executives in major corporations operating in the oil and gas, coal, broadband, manufacturing, regulated utility, gaming, technology, insurance capital markets, healthcare, finance, emergency response, hospitality, and economic development industries. He holds a J.D. from West Virginia University College of Law and a B.B.A. from Marshall University. 

Charles “Rusty” Webb – Marshall University Board of Governors

Rusty is a 1983 graduate of Marshall University and former member of the men’s swim team. He has more than three decades of public service and legal experience. Over the past 33 years, he has served the state of West Virginia as both an attorney and a legislator. In 1996, Webb was elected to the West Virginia House of Delegates, where he served four terms. In 2006, he founded Webb Law Centre, PLLC, in Charleston, focusing his legal practice on personal injury law.

David Bradley – Acting Director of the West Virginia Lottery

David Bradley has worked for the West Virginia Lottery for 35 years. He spent his first twelve years of service as a Lottery Investigator.  He is currently a Deputy Director who manages lottery operations at the four casinos and the Greenbrier, limited video lottery, and traditional security. He has been instrumental in the implementation of racetrack video lottery, limited video lottery, table games, sports wagering, and iGaming. David has a bachelor’s degree in education from West Virginia Institute of Technology.
