Governor Patrick Morrisey Announces First Phase of Statewide One-Stop-Shop Permitting Portal Development

Charleston, W.Va. – Today, Governor Patrick Morrisey announced the West Virginia Department of Administration is leading a major initiative to streamline and modernize the state’s permitting and licensing process through the development of a centralized “One-Stop-Shop Permitting Portal.” This initiative is aimed at improving efficiency, transparency, and accessibility across state agencies, benefiting businesses, individuals, and government operations alike.

Authorized by legislation passed during the 2025 Regular Session of the West Virginia Legislature, House Bill 2002 tasked the Department of Administration with planning and implementing a permitting portal that will serve as a single, unified entry point for various permitting and licensing needs across state government. 

“Having a simplified permitting process is going to help businesses move to West Virginia and get started here quickly,” said Governor Morrisey. “Speed is a priority in my economic development strategy and the one-stop permitting portal is going to quickly create more jobs and opportunities for West Virginians.”

To begin this effort, the Department of Administration is preparing a formal Request for Information (RFI), available for public viewing and response starting today. 

The purpose of the RFI is to gather input from vendors on available technologies and system capabilities that could meet the state’s goals for this large-scale project. The information collected will help shape the technical and functional requirements for the future permitting system.

“This is a transformative project for state government,” said Eric Householder, Cabinet Secretary for the Department of Administration. “Our objective is to replace outdated and fragmented systems with a user-friendly platform that simplifies the process for applicants and allows agencies to more effectively manage, track, and respond to permit requests.”

The One Stop Permitting Portal will ultimately support a wide variety of functions, including application submission, payment processing, permit tracking, renewals, and communication between agencies and applicants. This centralized system is expected to reduce redundancies, eliminate unnecessary paperwork, and accelerate approval timelines.

“The success of this project depends on thoughtful planning and collaboration across agencies,” Householder continued. “By engaging with vendors early through the RFI process, we can gain a clearer understanding of what technologies are available and how they can be tailored to fit West Virginia’s unique permitting environment.”
