CHARLESTON, WV – Gov. Jim Justice has issued a proclamation, ordering that all United States and West Virginia flags located at the Capitol Complex in Charleston and at all state-owned facilities throughout Putnam County be displayed at half-staff from dawn to dusk, Sunday, May 19, 2019, in honor of the day of services for former Delegate and Mayor Raymond Peak.
