CHARLESTON, WV - Gov. Jim Justice issued a proclamation today in accordance with the Presidential proclamation ordering that all United States and West Virginia state flags on all state-owned facilities throughout the state be displayed at half-staff immediately until sunset on Saturday, April 21, 2018, as a mark of respect in memory of First Lady Barbara Bush.
