CHARLESTON, WV – Gov. Jim Justice has issued a proclamation, in accordance with President Donald J. Trump’s proclamation, ordering that all United States and West Virginia State flags on all State-owned facilities be displayed at half-staff IMMEDIATELY through sunset today, July 3, 2018, in honor of victims of the tragedy last week in Annapolis, MD.
