​CHARLESTON, WV - Gov. Jim Justice today issued a proclamation in accordance with the Presidential proclamation ordering that all United States and West Virginia State flags on all State-owned facilities throughout the state be displayed at half-staff IMMEDIATELY until sunset on Saturday, November 10, 2018, as a mark of solemn respect for the victims of the terrible act of violence perpetrated in Thousand Oaks, California, on November 7, 2018.​
