CHARLESTON, WV - Gov. Jim Justice today issued a proclamation in accordance with the Presidential proclamation ordering that all United States and West Virginia State flags on all State-owned facilities throughout the state be displayed at half-staff the entire day of Sunday, October 7, 2018, in honor of the National Fallen Firefighters Memorial Service.
