​CHARLESTON, WV - Governor Jim Justice has issued a proclamation ordering all West Virginia State flags on State-owned facilities at the Capitol Complex and throughout McDowell County be displayed at half-staff from Dawn to Dusk on Saturday, January 27, 2018, in memory of former Delegate Emily Yeager of McDowell County.​
